This position is located in the Programme, Planning and Operations Division at ECLAC, The Finance and Budget Officer reports to the Head of the Budget Unit.
The Economic Commission for Latin America and the Caribbean is one of the five regional Commissions of the United Nations. It was founded in 1948 with the purpose of contributing to the region's economic and social development. Its mission includes the design, monitoring and evaluation of public policies and the provision of advisory services, expertise and training to Governments, as well as support for regional and international cooperation and coordination activities. Under the overall supervision of Head of the Budget Unit, the Finance and Budget Officer will be responsible for the following duties:
•Reviews and analyses data with respect to the finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements from (a) Departments/offices at Headquarters and in the field, including programmatic aspects; Provides support to managers with respect to the elaboration of resource requirements for budget submissions.
•Reviews, analyses and provides input into finalization of programme budget/financial implications to the General Assembly Main Committees in light of additional mandates.
•Provides substantive support to relevant intergovernmental and expert bodies in their budget review; assists in securing approval from the General Assembly.
•Enters budget submissions in BPC system
•Issues allotments, including redeployment of funds when necessary, ensuring appropriate expenditures.
•Monitors budget implementation and determines/recommends reallocation of funds when necessary.
•Monitors expenditures to ensure that they remain within authorized levels.
•Reviews all requisitions generated in UMOJA for goods and services to ensure correct objects of expenditure have been charged, ensuring availability of funds.
•Administers and monitors extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures.
•Prepares relevant documentation with respect to budget performance submissions.
•Reviews and makes appropriate recommendations with respect to the finalization of budget performance reports, analysing variances between approved budgets and actual expenditures.
•Provides substantive support to intergovernmental and legislative bodies.
•Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to programme budgets, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures;
•Drafts reports for intergovernmental bodies and for management on budgetary issues, and correspondence.
•Undertakes research and analysis of budgetary policies and procedures;
•Acts as Certifying Officer to ensure that proposed obligations and expenditures are in accordance with approved budgets and established regulations and rules.
•Ensures the integrity of financial and management systems and the controls that underpin them.
•Performs other related duties, as assigned.

Knowledge of financial principles and practices including conceptualization and methodologies related to Result-Based Budget and management. Advanced university degree (Master’s degree or equivalent) in business administration, finance, or related field is required. A first-level university degree in combination with two additional years of experience may be accepted in lieu of the advanced university degree.
At least five years of progressively responsible experience in finance, administration, budget, project/ programme management, business administration or related area is required.
Experience within the UN System in the areas of Finance and Budget is desirable.
Experience working with an Enterprise Resource Planning system, such as SAP, is desirable.
Experience in the planning process of a non for profit organization, such as an international organization or government, is desirable.
English and French are the working languages of the United Nations Secretariat. For this position, fluency in Spanish and English is required.
NOTE: ‘’Fluency’’ equals a rating of ‘’fluent’’ in all four areas (speak, read, write, and understand) and ‘’Knowledge of’’ equals a rating of ‘’confident’’ in two of the four areas.
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
