This position is located in the Office of the Executive Secretary. The Programme Management Officer reports to the Chief of the Office of the Executive Secretary.

**Responsibilities**:
Under the overall supervision of the Chief of the Office of the Executive Secretary, the Programme Management Officer will be responsible for the following duties:

- Participates in the development, implementation and evaluation of assigned programmes/projects related to the sustainable agenda of the region; monitors and analyzes programme/project development and implementation that are priority in the Office; reviews related relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
- Performs coordination and programmatic assignments related to the priorities of the office of the Executive Secretary, in collaboration with the Office of the Deputy Executive Secretary ECLAC Divisions, sub-regional headquarters and national offices, by planning and facilitating technical activities, inter-divisional work, and assisting in developing related action plans
- Researches, analyzes and presents information gathered from diverse sources.
- Assists in policy, programmatic and political developments, including the review and analysis of economic, social, environmental and political issues and trends in the region, preparation of evaluations or other research activities and studies.
- Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
- Prepares and revises various written outputs, e.g. draft background papers, analysis, talking points, sections of reports, inputs etc.
- Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
- Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
- Participates in the preparation of field missions and technical assistance, including provision of inputs, background material and liaison with external consultants, government officials and other parties and drafting mission summaries, etc.
- Coordinates activities related to programme/project preparation and submissions, progress reports,





financial statements, etc. and prepares related documents/reports (pledging, work programme, programme budget, etc.).
- Supports programmatic work of inter-divisional nature related to the coordination of the Office of the Executive Secretary, with external counterparts and other UN entities, response to ad-hoc requests from a broad array of entities and counterparts and at regional and national levels.
- Supports the Office of the Executive Secretary in keeping abreast of the developments, activities and findings of Member States, as well as other regional entities and other international institutions on programmatic or sustainable development issues.
- Performs other duties as required.

Education






Advanced university degree (Master’s degree or equivalent) in business administration, management, economics, political sciences or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of an advanced university degree.

Work Experience
A minimum of five years of progressively responsible experience in project or programme management, administration or related area is required.

Experience working in the Latin America and Caribbean region is required.

Experience working in the headquarters office of a government or international organization, such as the United Nations, is desirable.

Languages
English and French are the working languages of the United Nations Secretariat. For this position,





fluency in Spanish and English is required.
