This position is located in the Staff Administration Unit, Human Resources Section of the Economic Commission for Latin America and the Caribbean. Under the overall guidance of the Chief of the Human Resource Section, the Human Resources Assistant reports to the Human Resources Officer (Chief of the Staff Administration Unit).
**Responsibilities**:
Within delegated authority, the Human Resources Assistant will be responsible for the following duties:
ADMINISTRATION OF ENTITLEMENTS:
- Reviews and processes requests for initial / extension of appointments, entitlements and claims, handle moderately complex cases independently, complex cases to be discussed with the supervisor.
- Advise and inform staff on HR procedures and the related entitlements, and assist him/her in final arrangements;
- Maintain effective and efficient communication with other sections within the Administration to coordinate actions;
- Collaborates with special projects such as salary surveys, housing surveys, and place to place surveys, as well as the Continuing Appointments reviews.
- Maintains automated database containing HR related statistics and prepares periodic reports, using Umoja (SAP).
- Prepare and compile HR data and reports, as and when required.
- Undertake research on a range of HR related issues and assist in the preparation of notes/reports.
- Provide general office support services; process, draft, edit, proofread and finalize for signature/approval a variety of correspondence and other communications; set up and maintain files/records (electronic and paper).
- Prepare formal written responses to queries concerning HR related matters.
- Train and guide more junior colleagues.
GENERAL:
- Schedules appointments/meetings, monitors deadlines, etc.
- Assists in the preparation of necessary documentation for distribution to various offices, departments and overseas offices.
- Performs a variety of administrative duties (e.g. leave recording, request for office supplies and equipment, etc.).
- Performs other duties as required.
- Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making.
- Assists with visualizations and updating information material such as web pages or brochures.

Education
High school diploma or equivalent is required.
Job - Specific Qualification
A technical or vocational degree in Administration, Finance, Human Resources, or related area is desirable.
Relevant training or certifications in the use of Microsoft Office 365 tools, including Excel and Sharepoint, is desirable.
Relevant training or certifications in the area of HR management is desirable.
Relevant training or certifications in the use of ERP systems is desirable.
Work Experience
A minimum of five (5) years of experience in human resources management, administrative services or related area is required.
Experience in the human resources area is desirable.
Experience administrating a broad range of entitlements and benefits using ERP systems such as SAP is desirable.
Experience in data analysis or reporting on HR metrics is desirable.
Experience within the United Nations Common System or other international organization is desirable.
One (1) year or more of experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat; and Spanish is a working language of ECLAC. For the position advertised, fluency in English and Spanish is required. Knowledge of another official United Nations language is an advantage.
